No, says Emirates Loto CEO Paul Sebestyen. More accurately, it is a collectibles scheme that allows people to buy collectible cards that enters them into the weekly mega draw.

The cost of a collectible card that allows you to play Emirates Loto is Dh35.
Emirates Loto is open to participants over 18 years of age in the UAE and from around the world.
The Emirates Loto jackpot is fixed at a minimum of Dh35 million for each draw. If there is no winner, then the jackpot will increase by Dh5 million each week until there is a winner or the jackpot reaches Dh50 million.
To win the jackpot, entrants need to match all six drawn numbers. In case of two or more winners, the jackpot will be divided among the winners.
A second prize of Dh1 million will also be given for matching five out of six winning numbers. In case of two or more winners, the jackpot and second prize will be divided among the winners.
Consolation prizes also include Dh300 for each entrant who matches four out of six winning numbers, and an entry to the next draw for anyone who matches three out of six numbers.

2. Create your account.
3. Buy one or more Emirates Loto Collectibles (designer cards) for Dh35 either online or in Emirates Loto outlets across the UAE.
4. The card entitles you to a complimentary entry to the draw.
5. Select six numbers from 1 to 49 and submit your entry.
6. Choose whether to have the collectible delivered to you or donated to charity.
1. Scratch the silver box on the back of your card to reveal the scratch code.
2. Log on to emiratesloto.com or download the app
3. Click on PLAY LOTO, choose Register Your Card and enter the 16-digit code to get a free entry to the draw.
4. Select six numbers from 1 to 49.
5. Submit your entry
Each entry expires in 90 days.
If you want to collect it, you can choose to have it delivered to your address. If you just need it to enter the draw, you can donate the cost of its price to charity.
1. Log in to your account on emiratesloto.com or the mobile app
2. Click on My Account and select Submissions and Claims
3. Complete the online claim form and submit
4. If you matched 6 or 5 of the drawn numbers, Emirates Loto will get in touch with you.
If you matched 4 out of 6 numbers, your cash prize will be transferred to you.
If you matched 3 out of 6 numbers, you have the option to claim a free entry.
You need to claim your prize within 275 days from the winning draw date.
