Philippine customs chief reveals move; huge cache of drugs came from China

 

MANILA – Philippine Customs Commissioner Nicanor Faeldon has announced that he has asked the World Customs Organization (WCO) to do a third-party probe of the smuggling into the Philippines last May 23 of 600 kilograms of high-grade crystal meth worth 6.4 billion pesos (US$126 million) from China.

The request was contained in a letter sent by Faeldon to the WCO last week.

The drugs passed through the so-called “express lane” of the bureau and were seized in a May 26 raid conducted by personnel of the customs bureau and the National Bureau of Investigation (NBI) on a warehouse in the Metro Manila suburban city of Valenzuela.



The contraband was allegedly imported by a company identified as EMT Trading and was allegedly declared as kitchenware, according to Neil Estrella, head of the Customs Intelligence and Investigation Service.

Estrella told a Senate Blue Ribbon committee hearing on the smuggling that the shabu was discovered in 605 bags put inside five cylinders.

Faeldon told reporters before the Senate hearing that the Belgium-based WCO has already tasked one of its officers in charge of enforcement of laws against Customs fraud to do the inquiry.

The WCO is composed of more than 170 customs administrations worldwide and processes more than 98 percent of all international trade.

Faeldon said the WCO has the “best technical expertise” when it comes smuggling and Customs risk management system.

Meanwhile, Faeldon said he has asked President Rodrigo Duterte to create an investigative body that will do a “thorough and full-blown” investigation into the drug smuggling, adding that he wants the incident “investigated up to the last detail.”

“I want the truth to come out,” Faeldon said.

At the Senate hearing, Blue Ribbon committee chairman Richard Gordon expressed exasperation over how the drugs were smuggled “relatively umhampered” through the Customs bureau’s “express lane”.

Gordon said the committee would look into the “malfeasance, misfeasance, and nonfeasance of the officials and employees of the Bureau of Customs”. “If Customs personnel are not incompetent, then they’re corrupt,” Gordon said in Filipino.
