Dubai: Meet new Philippine Consul General Marford Angeles

Newly appointed Philippine Consul General-designate Marford Angeles shared his thoughts on what to expect under his leadership as he made his first public appearance at the Philippine Consulate General Dubai on Saturday (March 23).

Angeles, formerly consul general at the Philippine Embassy, said he is keen to continue his public service as head of the Philippine Consulate General in Dubai and Northern Emirates.

In a media briefing ahead of a town hall meeting with Filipino community leaders, Angeles said that although the task as consul general in Dubai appeared “daunting”, he was encouraged by the Philippine Ambassador to the UAE Alfonso Ferdinand Ver to take on the challenge.

He noted that Dubai and the Northern Emirates is home to majority of the estimated more than one million registered Filipinos in the UAE, making the consulate one of the busiest Philippine missions in the world. He said that last year alone, the consulate received more than 36,000 consular queries.

“That’s more than 3,000 inquiries per month, or 140 per working day, or 17 queries per working hour that we have to attend to, aside from our other consular work,” Angeles said.

Responding to Expat Media’s question on his specific focus as consul general, Angeles said his team will be working with the Migrant Workers Office to help Filipinos in the UAE.

He will also be seeking opportunities to enhance engagements with media, UAE government, Dubai Police, Dubai Culture and other entities. Angeles said that the consulate will continue legal awareness campaigns, and “genuine financial literacy programs” to help Filipinos make informed decisions in the UAE.

“We will continue to strengthen our partnership with Filipino groups and create a network for everyone to uplift and promote Filipino rights and interests,” Angeles said.

The new consul general said his office will continue to coordinate with local authorities and agencies to help victims of human trafficking. “Many people still fall for third country deployment and are trafficked within the Middle East,” he said.

7th Philippine Consul General in Dubai

Angeles is the 7th Philippine Consul General in Dubai and Northern Emirates and brings with him 27 years of experience.

Some of the highlights of his term is the 50th year anniversary of UAE-Philippine diplomatic relations this year, as well as the 20th year anniversary of the establishment of the Philippine Consulate in Dubai, which opened on April 6, 2004.

Angeles follows Renato Dueñas Jr as Philippine Consul General in Dubai and Northern Emirates. Following his appointment by the Department of Foreign Affairs (DFA), Angeles said he expects to receive the exequatur or formalities from the UAE’s Ministry of Foreign Affairs within two months.

The 49-year-old career diplomat started with the DFA in 1997. His first consular assignment was at the Philippine Embassy in Hanoi, Vietnam, where he served as third secretary and vice consul from 2003 to 2006.

He then served as second secretary and consul at the Philippine Embassy in Kuala Lumpur, Malaysia from 2006 to 2009. He was assigned as deputy head at the Philippine Consulate General in Sydney from 2011 to 2017 and as chargé d’affaires at the same post until 2018.

From October 2019 to March 2024, Angeles served as deputy head of mission and consul general at the Philippine Embassy in Abu Dhabi.
