Up to Dh2 million fine for hate crimes, discrimination in UAE

 

DUBAI – Committing hate crimes and sowing discrimination are serious crimes in the UAE that can invite fines of up to Dh2 million and jail terms of up to 10 years.

With the UAE marking 2019 as the Year of Tolerance, authorities have launched an awareness campaign reminding residents about the law against discrimination and hatred.

The UAE law prohibits discrimination based on religion, creed, doctrine, sect, caste, race, colour or ethnic origin. It also prohibits hate speech or conduct that may cite sedition or discrimination. Offending, insulting, defaming or disrespecting any religion, places of worship or religious items is also considered a serious crime.

Foreigners found guilty of such crimes will be deported from the UAE after serving their sentences. However, perpetrators who report the crimes to authorities may be exempted from punishment by the court.

Here’s all you need to know about crimes under the UAE’s Anti-Discrimination and Hatred Act and their penalties:

Blasphemy

Penalty: Jail time of up to 5 years and/or fine from Dh250,000 to 1 million

Offending Divine Entity and insulting religious messengers, their family or companions

Penalty: Up to five years in jail and a fine between Dh250,000 and Dh2 million.

Discrimination

Penalty: jail term of up to 5 years and/or a fine between Dh500,000 and Dh1 million.

Hate speech

Penalty: Up to five years in jail and/or a fine between Dh500,000 and Dh1 million.

Instigating tribal division or hatred

Penalty: Up to six months in jail and/or fine of up to Dh50,000

Blasphemy or discrimination against government officials

Penalty: Up to 10 years in jail and/or fine between Dh500,000 and Dh2 million

Hate or discrimination in place of worship

Penalty: Up to 10 years in jail and/or fine between Dh500,000 and Dh2 million

Blasphemy, hate speech or discrimination affecting public peace

Penalty: Up to 10 year jail term and fine between Dh500,000 and Dh2 million

Misusing religion to call individuals or groups as infidels

Penalty: temporary imprisonment or death penalty if action led to death

Producing, promoting products and information that incite blasphemy, discrimination or hate speech

Penalty: Up to 7 years in jail and fine between Dh500,000 and Dh2 million

Acquiring products or information to incite blasphemy, discrimination or hate speech

Penalty: Up to one year in jail and a fine between Dh50,000 and Dh200,000

Establishing a group to offend religion and incite hate speech or discrimination

Penalty: Up to 10 years in jail

Joining or participating in groups that offend religion, incite hate speech or discrimination

Penalty: Up to 7 years in jail

Organising or participating in meetings to offend religion, provoke discrimination or hate speech

Penalty: Up to 5 years in jail

Providing or accepting funds to offend religion, provoke discrimination or hate speech

Penalty: Jail and fine between Dh250,000 and Dh1 million
